Outdoor Shelter Planning for Schools and Early Learning Centres

Outdoor areas play an important role in school life. They support learning, recreation, assemblies, lunchtime activities, parent gatherings and informal social interaction. However, without suitable protection from sun, rain and wind, these spaces may be unusable for significant parts of the school year.

A well-planned outdoor shelter should do more than cover an area. It should create a safe, comfortable and flexible space that supports the daily routines of learners, teachers and the wider school community.

Why outdoor shelter planning matters

New Zealand schools face a challenging combination of strong ultraviolet radiation, changeable weather, prevailing winds and wet winter conditions. A shelter designed only to provide summer shade may become cold, dark or uncomfortable during winter. A roof that provides rain protection may still be ineffective if wind drives water through the open sides.

The Ministry of Education’s current school design guidance says important outdoor spaces should provide adequate protection from rain, wind and excessive sun. It also recommends avoiding areas exposed to prevailing winds and winter shade, while considering how buildings affect outdoor spaces during morning and lunchtime periods.

This means shelter planning should consider the complete outdoor environment rather than treating the roof as an isolated structure.

Begin with the intended use

Before selecting a shelter type, schools should define how the space will be used.

Possible uses include:

  • outdoor teaching and group activities
  • covered play areas
  • lunch and break-time seating
  • waiting areas outside classrooms
  • school assemblies and performances
  • sports-team areas and spectator seating
  • covered links between buildings
  • pick-up and drop-off areas
  • community events outside school hours

A shelter intended for a small reading group will require a different layout from one used for assemblies or all-weather physical activity.

Estimate how many learners and adults will use the area at one time. Consider whether tables, seating, sports equipment or temporary staging will be placed underneath it. Allow space for safe movement rather than designing the shelter around the minimum possible footprint.

The Ministry of Education encourages multifunctional outdoor spaces that can accommodate different activities, rather than highly specialised areas with only one purpose.

Assess the site throughout the year

A site that appears suitable during one inspection may perform very differently at another time of day or during another season.

A thorough assessment should consider:

Sun direction

Observe where shadows fall during the morning, lunchtime and afternoon. A shelter should block excessive summer sun without unnecessarily removing winter warmth and natural light.

The Ministry advises schools to consider orientation, roof material, structure height and roof depth so that ultraviolet radiation is reduced without making the area too cold for comfortable use.

Prevailing wind

Look for exposed corners, wind tunnels between buildings and areas where wind accelerates around entrances. An open-sided roof may need partial screening or a deeper roof overhang to provide meaningful weather protection.

Screens should not create supervision problems, climbing opportunities or enclosed areas that become excessively hot.

Rain and drainage

Identify roof runoff, existing stormwater connections, low points and areas where water already pools. The shelter should direct rainwater away from doors, pathways, play areas and building foundations.

For early learning centres, outdoor areas must be safe, well drained and suitably surfaced. The Ministry notes that surfaces allowing water to pool can create safety hazards.

Existing buildings and trees

Nearby buildings may provide useful shelter, but they can also cast deep winter shadows. Trees may contribute natural shade, although falling branches, roots, leaves and maintenance requirements need to be considered.

The shelter design should also avoid creating easy climbing access from trees, fences or playground equipment.

Selecting the right shelter type

There is no single structure that suits every school. The most appropriate solution depends on the location, intended use, available space, budget and maintenance capability.

Attached verandas and canopies

An attached veranda can extend a classroom, hall or administration building into the outdoors. It can support indoor-outdoor learning, provide protection at doorways and create a covered route between teaching spaces.

The Ministry of Education describes verandas as ideal for creating outdoor learning areas. It recommends permanent roof materials or translucent sheeting where appropriate and suggests using veranda design to reduce classroom glare and improve indoor-outdoor flow.

When planning an attached structure, check:

  • the capacity of the existing building
  • door and window clearances
  • classroom daylight levels
  • roof drainage
  • fire-exit requirements
  • access for future building maintenance
  • whether posts will restrict paths or supervision

Freestanding fixed-roof shelters

A freestanding shelter can be positioned over a playground, courtyard, seating area, outdoor classroom or gathering space without relying on an existing building.

Fixed-roof structures generally provide dependable rain protection and can be designed with integrated gutters and downpipes. They may also be suitable for larger areas where long-term durability is more important than the ability to open the roof.

The design should account for the site’s wind conditions, exposure, ground conditions and expected crowd loading around the structure.

Adjustable or opening-roof systems

Opening roofs, including operable louvre or retractable systems, allow schools to adjust sunlight, ventilation and rain protection.

These systems can be useful where the school wants winter sunlight as well as summer shade. However, decision makers should also consider:

  • motor and control-system maintenance
  • staff responsibility for operating the roof
  • rain-sensor performance
  • emergency manual operation
  • electrical servicing
  • the risk of children accessing controls
  • the cost of replacement parts over the structure’s life

A mechanically simple structure may be more suitable where staff resources and maintenance budgets are limited.

Shade sails

Shade sails can provide relatively lightweight sun protection, but they should be assessed carefully for school environments.

The Ministry of Education does not recommend shade sails for schools because of their limited lifespan, maintenance requirements, loading on attached buildings, vulnerability during extreme weather and potential climbing hazards. Shade sails are also treated as a lower property-funding priority than attached verandas.

Where a school is still considering a sail, the design should include appropriate structural engineering, safe anchor points, suitable tensioning, a clear maintenance plan and controls that prevent access for climbing.

Protect visibility and supervision

Shelters should improve the usefulness of an outdoor space without creating hidden corners.

Posts, walls, blinds, screens and storage areas should be positioned so staff can maintain clear lines of sight. This is particularly important around playgrounds, sandpits, water-play areas and early learning spaces.

For early learning centres, the outdoor area must connect safely and easily with the indoor activity space. Paths should be level, clear and free from hazards, and fences and gates must prevent children from leaving without adults being aware.

Avoid placing structural posts inside playground fall zones or where children may collide with them while running. Posts close to active play areas may require careful positioning or protective treatment.

Design for inclusive access

The shelter should be usable by all learners, visitors and staff.

Consider:

  • accessible paths from nearby buildings
  • sufficient width for wheelchairs and mobility equipment
  • level or gently graded entries
  • slip-resistant surfaces
  • space beside fixed seating
  • suitable door thresholds
  • clear movement around posts
  • accessible routes during wet weather

Ministry guidance confirms that new public buildings must provide suitable access and facilities for disabled people and specifically identifies childcare centres and kindergartens. Significant alterations to existing buildings may also require accessibility improvements.

Accessibility should be addressed at the beginning of the project, not added after the shelter layout has been finalised.

Consider the relationship with playground equipment

Installing a roof over or beside playground equipment requires additional planning.

Check that the shelter does not:

  • reduce required fall-zone clearances
  • create new climbing routes
  • introduce head-entrapment points
  • interfere with impact-attenuation surfacing
  • allow children to access gutters or roof components
  • obstruct emergency access
  • direct roof water onto safety surfacing

Early learning equipment, surfaces and materials must be safe and suitable for their intended use. Ministry guidance also refers to NZS 5828:2015 for playground equipment and surfacing, including fall zones, entrapment risks and impact-attenuation requirements.

A playground specialist should review the design when the new structure could affect existing equipment or safety zones.

Consent requirements depend on the structure, size, location, use and relationship with existing buildings.

Some residential-scale awnings may qualify for exemptions, but MBIE’s exemption for certain awnings up to 20 square metres specifically excludes structures that overhang areas accessible to the public. Education projects should therefore not assume that a small canopy will automatically be exempt.

Schools should speak with their property adviser, local council and suitably qualified designer before confirming the budget or ordering a structure.

The project may need to address:

  • structural design
  • wind and earthquake loads
  • foundations
  • fire safety
  • accessibility
  • stormwater disposal
  • electrical work
  • boundary requirements
  • underground services
  • resource consent conditions

Early consultation reduces the risk of redesigns and unexpected costs later.

Evaluate whole-of-life cost

The lowest initial quotation may not provide the lowest long-term cost.

School decision makers should compare:

  • expected structural life
  • roof-material warranty
  • corrosion protection
  • maintenance frequency
  • cleaning requirements
  • access to replacement components
  • motor and electrical warranties
  • repainting or recoating needs
  • storm-damage risk
  • gutter and drainage maintenance
  • inspection requirements

Coastal schools may require higher levels of corrosion protection. Shelters exposed to falling leaves may need larger or more accessible gutters. Mechanically operated systems will require a different servicing programme from fixed-roof structures.

Ask suppliers to separate the structural warranty, roof warranty, finish warranty, electrical warranty and installation warranty so responsibilities are clear.

Plan construction around school operations

Construction inside an operating school requires careful coordination.

The project plan should cover:

  • separation of learners from the work area
  • delivery times
  • contractor access
  • noise and dust
  • temporary closure of paths or playgrounds
  • protection of underground services
  • emergency routes
  • staff and parent communication
  • work during holidays or weekends
  • final inspections before the area reopens

For early learning centres, consultation with the Ministry of Education, Fire and Emergency New Zealand and public-health authorities may be appropriate during early planning, particularly when access, evacuation or significant premises changes are involved.

Outdoor shelter planning checklist

Before approving a project, school decision makers should be able to answer the following questions:

  1. What activities will take place under the shelter?
  2. How many people must the area accommodate?
  3. Does it provide useful protection from sun, rain and prevailing wind?
  4. Will the area remain warm and light enough during winter?
  5. Are supervision lines maintained?
  6. Is the shelter accessible to learners and visitors with disabilities?
  7. Are posts clear of paths, doors, play zones and emergency routes?
  8. Where will roof water discharge?
  9. Does the structure affect playground safety or fall zones?
  10. Has the need for building or resource consent been confirmed?
  11. Has the design been checked for the site’s wind and ground conditions?
  12. What inspections and maintenance will be required?
  13. Who is responsible for warranties and future repairs?
  14. Can the area be safely constructed while the school remains operational?
  15. Does the project support several school activities rather than only one?

Creating a more useful outdoor environment

The best school shelters are planned as part of the learning environment rather than added as isolated roof structures.

By considering seasonal sun, wind, drainage, accessibility, supervision, safety and maintenance from the beginning, schools can create outdoor areas that remain useful across more of the day and more of the year.

A successful shelter can extend teaching space, improve wet-weather movement, support outdoor play and provide a comfortable gathering area for learners, staff, families and the wider community.
